Job Description:
The hours per week are negotiable dependant on the persons skills between 24-40 hours. The primary role is to act as a bridge manager and the ideal candidate should have carried out this role. The person must be trained to work at height and in water and have relevant safety training applicable to the post.

Qualifications Required:

Essential: Chartered Civil or Structural Engineer.
Desirable: Significant post qualification experience in bridges design, inspection, maintenance, assessment and supervision, including statutory procedures/codes for Schemes.

Main Duties

The Bridge Manager is the principal adviser on Bridge Matters to the Department

The Bridge Manager has the following responsibilities:-

Assisting with the development of policy options & strategies, for ensuring the implementation of policy decisions in the Section and for assisting in the production of suitable and appropriate documentation for inclusion in the Annual Service Plan.

To develop and manage a bridge management policy. Ensuring that it complies with the relevant United Kingdom statutes and European Union directives.

Technical Approval of all bridge maintenance and all new structures, including those constructed by others for adoption as a highway structure, including technical comment on appropriate Planning Applications

Delivery, of bridge maintenance, general, principal/special inspections and Abnormal Load Movements.

To lead the Section (2 staff) and to be responsible for its organisation and its effective management.

Assisting the Operational Manager with the monitoring and management of the Bridges Capital and Revenue budgets.

Assisting the Operational Manager with Project management, maintenance and assessment of bridges and design of bridge-works schemes in accordance with statutory procedures/codes, coordination of other parties' input to meet programme dates, ensuring compliance with Health and Safety Regulations and The Construction (Design & Management) Regulations 1994. Contract Documents/Tender Lists/Invitations/Tender Vetting/Supervision of bridge-works contracts, including contractor's claims.

Liaison with owners of private bridges carrying Public Rights of Way to ensure they are to acceptable standards.

Preparation of reports for and attendance at Council Committees and Board meetings and meetings of other organisations; representing the County Council as appropriate.

Assessing relevant Government Guidance, circulars and regulation in relation to bridges and ensuring that relevant action is taken to incorporate any requirements into the Council’s policies and plans.

Assisting the Operational Manager in monitoring works, design and supervision cost targets, and budgets.

To ensure that the resources of the Section are managed within the County Council’s Standing Orders, Financial Regulations.

To ensure that Performance Management is undertaken, including the monitoring of PI’s within the Section.
